Gustavo Perez Arriaga was captured Friday after a manhunt following Singh's killing Wednesday.
"Law enforcement was prohibited because of sanctuary laws, and that led to the encounter with Officer Singh", Christianson said.

"We had them in custody and asked for their cooperation and they lied to us", Christianson said.
At least five people were arrested on suspicion of lying to investigators about Arriaga or helping him evade law enforcement, including some people at the Bakersfield home where he was arrested, authorities said.

The Madera County Superior Court confirms that Arriaga was arrested twice for DUIs - one on August 14, 2011 and one on June 5, 2014. The sheriff later told a reporter that he wasn't sure if the suspect had been convicted in those incidents.
A man was arrested for allegedly killing an Indian-origin police officer in California's Newman County, when he was planning to flee to his native Mexico, police said.
Perez Arriaga crossed the border in Arizona several years ago and had worked a variety of jobs as a laborer, including at several dairies.
Sheriff Adam Christianson shared in a news conference after the arrest that Arriaga had meant to flee to Mexico after the shooting. "That's what we need to get back to, is community, that small town feeling, and let it grow". Both men were charged with accessory after the fact to a felony. Jerry Brown says the law permits sharing information on unsafe gang members with federal authorities.
His was the first death in the line of duty in the Newman Police Department.
His brother, Reggie Singh, spoke to the crowd while holding the slain officer's 5-month-old son, wrapped in a blanket against the winter chill. The 33-year-old had gang affiliations and multiple Facebook pages with different names, Christianson said. He had a thick accent but took speech classes to improve his communication, the chief said. He joined the Merced County sheriff's office as a reserve officer and worked as an animal control officer in Turlock before being hired in Newman.
