"More than 320,000 people are now displaced and most are living in dire and insecure conditions, including some 60,000 people camped at the Nasib/Jaber border crossing with Jordan", he said.

They are the second batch of refugees from the Arsal area to return to Syria in a repatriation organized by the Lebanese General Security, which describes it as a voluntary return.
'The Assad government wants both Daraa city and the Nassib border crossing, ' said Nicholas Heras, an analyst at the Washington-based Centre for a New American Security.
The UN, meanwhile, has called on Jordan to open its border to displaced Syrians - a request that Amman has so far refused.

The deal will take place in phases across Daraa, but there is no timeline yet, an opposition official said.
The Syrian Observatory for Human Rights said on Saturday that the regime now controls about 70 percent of Daraa province.
Rebels who did not wish to return under Mr Assad's rule would leave for the insurgent stronghold in north-west Syria, they said.
Opposition groups agreed to give up arms in a Russian-brokered ceasefire deal, surrendering Daraa in another victory for regime leader Bashar al Assad and his allies.
"The solution is political and the protection of civilians, preventing their displacement and saving the (Syrian) brothers more suffering is everyone's responsibility", he wrote.
One of the arches that vehicles crossing the border used to pass under has partially collapsed, with its concrete blocks and metal bars jutting into the air.
Since Russia intervened on Mr Assad's side in Syria's conflict in 2015, the Damascus regime has notched up a series of victories against rebels and jihadists in the country.
Rebels and a jihadist group that has pledged allegiance to Islamic State also hold part of Quneitra province in the southwest along the border with the Israeli-occupied Golan.
Russian Federation has been at the forefront of the Deraa campaign, both bombing and negotiating with rebels who were told at the start of the offensive to expect no help from the United States.
USA forces have backed rebels fighting Assad's government during the civil war.
