South Korean President Moon Jae-in has urged North Korea to present actionable plans on how it will scrap its nuclear program, and for the USA to swiftly take unspecified corresponding measures.
The leader of North Korea, Kim Jong-un, met his South Korean counterpart Moon Jae-in in May in a surprise bilateral summit on the border between the two countries.
South Korean officials will begin inspections of the Mount Kumgang resort - the venue of the reunions - from next week, it added.
Kim and Moon met again in May. However, because no peace agreement was signed, technically the two sides are still at war. Park Kyung-seo, South Korea's Red Cross chief, expressed hope for productive talks that could "resolve the grief of our nation".
"Kim's latest talks with Xi will have reassured him that China stands behind the DPRK as it switches its focus to economic development", the paper said, using North Korea's formal name, the Democratic People's Republic of Korea.
Most died without the chance to see or hear from their relatives on the other side of the border, across which all civilian communication is banned.
The lucky few are just a fraction of the 57,000 people registered with the South Korean Red Cross who are separated from family members.
The Koreas last held family reunions in 2015 before relations worsened because of North Korea's accelerated pursuit of nuclear long-range missiles and the countering hard-line policies of Seoul's conservative then-government. Almost 20,000 Koreans had participated in 20 rounds of face-to-face reunions held between the countries since 2000.
President Trump announced at a cabinet meeting on Thursday that North Korea's process of total denuclearization "has already started, " citing the destruction of an engine site and four big testing sites for their missile program. Although the Singapore declaration said this would happen immediately, US officials have given no indication that North Korea has committed to any specific timetable for the return. An advance party will also travel from South Korea five days before the event to help with preparations.
Pyongyang has previously said it will not agree to family reunions unless Seoul returns several of its citizens, including a group of waitresses who defected from a restaurant in China.
Seoul has maintained the 12 women willingly settled in South Korea in 2016 but is now reviewing the circumstances following a media report suggesting at least some were brought against their will. At the meet, North Korea confirmed its "unwavering commitment to denuclearisation of the Korean peninsula".
The meeting between Kim and Xi came on the North Korean leader's second and last day of his latest visit to Beijing, where he briefed the Chinese president on his summit with US President Donald Trump in Singapore last week.
