Richardson said introducing a red and yellow card system to the sport, as is the case with rugby, is one of the options that would be considered, to help clean up the game. "We will consider tougher sanctions as we work to create a culture of respect".
The next Champions Trophy "will be turned into a world T20 and that fits in with our strategy to use T20 as a way of growing the game", Richardson added.

The ICC today made a decision to convert the 2021 Champions Trophy scheduled in India into a World T20 event, finally scrapping the eight-team ODI tournament, the context and relevance of which has been questioned repeatedly.
It was reported earlier that the Board of Control for Cricket in India (BCCI) would resist any attempt from the ICC to scrap the 2021 Champions Trophy in India, replacing it with a World T20 instead. This provides opportunities for 16 teams to compete at a global level with a sub-regional, regional and global qualification process every two years, giving more regular cricket to more Members. The ODI league will serve as a direct qualification competition for the World Cup and will run from 2020 to 2022.
The ICC approved the launch of a new nine-team Test league and 13-team one-day global (ODI) league in October. "New minimum standards will be introduced making it as easy as possible for members to play worldwide cricket in a sustainable and affordable way", said an ICC statement. As such, the Board approved the establishment of a small working group to consider the issues and make some recommendations for consideration later in the year. "But going forward in the future, every two years World T20, every four years the World Cup and don't forget the ODI League building up to each World Cup", he concluded.
