North Korea has little energy production of its own, but does refine some petroleum products from crude oil it imports - which is not included in the new ban.

China, North Korea's largest trading partner and last major diplomatic ally, has cut off imports of coal, iron ore, seafood and other goods from North Korea in line with United Nations sanctions.

China's official Xinhua news agency said the epicentre was roughly at the same place as a similar shallow quake on September 3, which turned out to be caused by North Korea's sixth and largest nuclear test.

CHANG: That's President Donald Trump speaking Tuesday before the U.N. General Assembly just 16 days after North Korea's latest nuclear test and less than a week after North Korea launched a ballistic missile over Japan.

Rep. Duncan Hunter, R-Calif., said earlier in the week that the United States needs to launch a pre-emptive strike against North Korea in order to prevent the rogue nation from harming the USA first.

Trump unveiled the new measures as he met with the leaders of allies Japan and South Korea, even as key players China and Russian Federation voiced unease with his more aggressive approach.

Later in the KCNA translation of Kim's address, the North Korean leader advises Trump to "exercise prudence in selecting words", something the news agency seems to have taken to heart.

"We clearly need more sanctions".

Experts say this is the first time a North Korean leader has made a direct address to an worldwide audience - and it merits serious and thorough consideration.

After he called the North Korean dictator a "rocket man on a suicide mission", Kim Jong-un hit back, labelling the American President a "mentally deranged United States dotard".

The rhetorical battle came as outside experts say North Korea is getting closer to achieve its long-stated goal of building nuclear-armed missiles capable hitting anywhere in the US mainland.

"North Korea's nuclear weapons and missile development is a grave threat to peace and security in our world and it is unacceptable that others financially support this criminal, rogue regime", Trump said as he joined South Korean President Moon Jae-in and Japanese Prime Minister Shinzo Abe for lunch.

North Korea was scheduled to speak at the UN General Assembly Friday night, but dropped off of its planned roster spot.

In May, North Korea contacted United States officials and suggested that they were willing to cease all nuclear testing and all missile tests if the U.S. would drop its hostile policy and drop the USA sanctions and sign a peace treaty.

It has been 37 years since any nation tested a nuclear weapon in the planet's atmosphere, reflecting the almost universal opposition to such tests over fears of the effects of radioactive fallout on human health and the environment. If the goal is actually to de-nuclearize North Korea, then threatening and pressuring it on this war of words is exactly the opposite approach to what would achieve that goal.

China is North Korea's most important trading partner, and one of its only sources of hard currency.

China halted iron, iron ore and seafood imports after the previous round of sanctions against North Korea in August.

On Friday, China's Foreign Ministry spokesman pushed back on Trump's suggestion a day earlier that Beijing had gone so far as to order banks to cease conducting business with North Korean entities.

"We should do what the president says he is going to do - maximum pressure and maximum engagement", said Cirincione.
