There are now 13 FEMA urban search and rescue (USAR) teams deployed to Texas; five Type I teams and eight Type III teams.
North Carolina Emergency Management created the swift water rescue program in 1996 in the wake of Hurricane Fran.

Huffman says they do not know what their exact duties will be at this time because search and rescue teams in Texas are still assessing their needs. "These are well trained and experienced rescuers who will serve the state of Texas well".
Governor Cuomo's office also announced on Wednesday that more resources from New York's National Guard would be deployed: "In total, Governor Cuomo has deployed a total of 119 Airmen, three HH-60 Pavehawk rescue helicopters, two HC-130 search and rescue aircraft and several boats and watercraft".
Herrick said Vermont received assistance after Tropical Storm Irene caused significant flooding in Vermont in 2011.
Shawnee County agencies are prepared to send other resources to Texas if needed, said Dusty Nichols, director of Shawnee County Department of Emergency Management.
"This is kind of a little bit of our payback".
The Fairfax County team will assist with water rescues using seven boats.
"The hazmat team will assist urban search and rescue teams with the hazardous things that they come across", Piringer said.
The task force trains regularly for water rescues, but officials said this is its first out-of-state deployment.
